 C.A.P.C.I.T.Y.C.S.S. is here to provide solution-focused counseling, polysubstance assessments, evaluations, education, and therapeutic transitional support services to meet the practitioner and community’s’ individualized need(s) and educational insight.


Mission and Purpose

Capital City Community Services LLC  mission and purpose is to meet individualized needs through therapeutic solution-focused specialized services.

Provides the following specialized services: 

Department of Transportation (DOT) Substance Abuse Professional (SAP), Nuclear Regulator Commission (NRC)  Substance Abuse Expert (SAE) & substance use (SU). court-orded and non-court-ordered assessments, evaluations, and drug testing. In addition to Employee Assistance Programs (EAP)  solution-focused treatment for the safety and stabilization of special populations and the community nationwide.

Polysubstance Specialist  Dr. F. LaShell Robertson, PhD is a  human service practitioner educating and supporting colleagues, students, and the community on the physiological and psychological affects/effects of cognitive processing and behavioral responses due to the engagement of mind-altering substances during human development. 


Dr. Robertson is a member of the International Employee Assistance Professional Association (EAPA), http://www.eapassn.org/.  In addition to serving on the EAPA Georgia Board as the Chapter Treasure. Dr. Robertson is also a member of the American Psychological Association (APA),, Division of Psychopharmacology and Substance Abuse https://www.apa.org/about/division/div28. The National Association for Addiction Professionals (NAADAC) https://www.naadac.org/

International Certification  Reciprocity Consortium (IC/RC) https://internationalcredentialing.org/.  and the Substance Abuse Program Administration Association https://www.sapaa.com/. In  addition to several state (Alcohol and Drug Abuse Certification Board of Georgia https://www.adacbga.org/ & Virginia Certification Board, https://www.vacertboard.org/) and community agencies supporting humanity through continual education, partnerships, and fellowship.
